Good design is about how it works, not just how it looks. Web sites need to be easy to find, and once found, easy to navigate. People need to be able to find what they want on your site, and not spend all day doing it.
Good content
A web page is not the same as a newspaper article which is not the same as a novel. Each has its own 'rules' for good writing. And lets face it - its the content (writing) that is the reason people go to web sites.
